It means you should play two notes on two different strings at the same time. The upper is an octave. In the general case you can call it a "chord" (it's two notes - or more - at the same time). You can play this by making two hooks with your index and middle finger and pulling lightly the strings, upwards. If you have a three note chord,

than make 3 little hooks with your fingers by slightly bending them and pull the three strings at the same time. If the same chord appears in a repetition in, say, eighth notes, it's a pretty tiresome thing to do...

It's obvious that in this case you don't need to play two notes simultaneously.
