Shannon Hoon's voice was so high it's beyond the reach of a lot of people. Singing it exactly one octave down is too low to be comfortable for me, and I dare say a few others too. The strumms follow the syllables of the lyrics with lots of muting. The E7 is played as an E chord with the baby finger hitting the E7 fingering for 2 seperate upstrumms and E for the downstrumms.

I cant take credit though, I scooped this of then net. Accurate chords.
