another good way is to go to find out in your local paper about open mic events in the area and maybe go out and watch. chances are you could find some folks who are either at your playing level or maybe even better, but willing to jam with you. 'most' musicians are generally open folk....

Also, check out open mikes. A lot of those have house bands, and you'll obviously have a good chance of running into other people who want to play. I played with one in college every so often, and poeple would switch up practically every song. (And that guy, in a Doors cover band, was looking for a keyboard player.)

Last year, I took beginner and intermediate guitar classes through the local Adult Ed system, and met some good people with similar musical interests. We keep in touch by email, dropping hints about open mic nights and so on.
I also keep in touch with my instructor, and he's given me the names and numbers of a couple of guys in the area who are around my age and skill level. We haven't set a time and place yet, but we will be getting together to jam, maybe at the instructor's studio.

And also last year, there were three guitarists (of varying skill levels) among the construction crew at the job my employer had me on from April to October, including the owner of the company. Sometimes during lunch break, we'd jam a little, although time away from work is way more conducive to that. There is at least one cookout/jam planned for this summer. It's just a matter of getting as many people as possible in the same place at the same time.
