Behringer may indeed be using the term expression for its volume pedal, but several other companies also use the term in their own, various ways. Think of it this way: A volume pedal may be called an expression pedal and even used in an expression circuit, but not all expression pedals are volume pedals.

To eleborate: Some pedals could be designed or simply used for dual purposes. Electrically, most expression and volume pedals are similar and poteniometer-based. So depending upon connections made, it may be possible to use some volume pedals in FX expression circuits using a single cable from the pedal output to the FX box -- that is, if the volume pedal's pot value is close to that expected by the effect. Behringer has a penchant for doing things economically. It would not surprise me if they decided to use an already existing volume pedal as an expression pedal for the V-amp and similar.

"Expression pedal" is a general term used by effect manufacturers for a continuously variable pedal (that is, not a pushbutton) that can be used to change some aspect of an effect continuously over a range of settings. For example, intensity or rate of chorus, or maybe wet/dry mix of delay. A standalone expression pedal does not necessarily have an input and an output, but often only an output that connects to another FX box. An expression pedal could be used to control volume, but only if one has an associated FX box or compatible amp that allows it to do so. Another example: Line6 sells expression pedals at about $40 each -- they are not volume pedals but must be used with a Line6 effect unit (and maybe the Line6 amps, I would guess).

A volume pedal is a standalone "effect" that has an input and an output and may be inserted in a number of places in the guitar to amp input signal chain.

If your FX box or amp supports use of an expression pedal to control volume, then that may be what you want. If not, you need to get a volume pedal. Ernie Ball makes a good, solid line of passive pedals starting around $80 or $90 US.
