I'm fond of the $99 Behringer GM110 Vintager. This is the one with the amp and cab modelling and the XLR out for recording. It is essentially a reasonably priced competitor to the Tech 21 amp. BUT, it does not have effects (unless you consider that amp modelling really is an effect and that effects are mostly an attempt to make you sound like you are using a great amp).
Personally, I think outboard effects are more useful than effects integrated into an amp... and you can keep them if you trade up on the amp, but that is a matter of preference.
Oh... and the GMX110 isn't due until March '03 according to Musician's Friend. The $69 X V-amp is due by the end of January, and would give you an amp and effects combo (with the GM110) for $170. ...and with a small mixer, a decent set up for recording.
Note: Behringer's effects get mixed reviews, you should listen to them thoroughly yourself. This is something that is a matter of taste and will depend on whether you can hear YOUR sound in there.
