On that basis, a 40W amp is perhaps 15-20% louder than your 15W - all things being equal. If, however, you are using an all tube amp with a decent speaker, you are going to be louder than an equivalent solid state amp (at the very least, subjectively), so you are probably going to be able to keep up with the others.
Tell us how it went and how you compared to the 40W'ers.

I bet everyone will wonder how you get such a great sound out of such a small amp, once you get that sucker cranked.
A lot of those big amps are chosen for their sound, not their power. People who like buy the 40 watt Hot Rod Deluxe buy it for it's great sound and then probably run it at 4 or even less. Twins are so loud it's ridiculous, but that is partly because the people who use Twins usually want a really clean sound and a lot of headroom. This is not what is usually associated with the blues; they are the staple for country and surf. With a Twin you would need to invest in a great overdrive pedal and then you would just be using the Twin to basically broadcast the sound. This is my humble garage jam experienced opinion.
Have fun at the blues jam!

I haven't been doing any gigs or even playing with another guitarist. I plan to try a local blues jam in a couple of months or so. All I have is the Blues JR and I've noticed that other than my guitar teacher who is playing onstage with a 30 watt Peavey, everyone else has at least 40watts.

It's just a blues jam and I won't have the option of mic'ing the amp, you don't have that much setup time. I would love to just use the Blues Jr. but do you guys think it would be able to hang with the other amps? They tend to get pretty loud.

Rather than have my first night onstage be a bust because my amp is too small I've considered either getting the Peavey 30 watt or a used Fender Twin.
I'm curious what your plans are for this amp. A 15 watt tube amp should be loud enough for most purposes short of playing a large venue without a PA system. It will be loud enough to deafen you at home and should be loud enough to compete with any reasonable drummer.
Remember that 15 watts from tubes is louder than the same from solid state. Often significantly louder. And you want to run a tube amp as close to maxed out in volume as you can to get the best sound. This is power tube distortion, as Joe says, which is very different than the fuzzy preamp distortion you will get at low volume with the gain turned up.
The volume is also dependent on the speaker and can be increased with a more efficient speaker replacement or the use of a 2 or 4 speaker extension cabinet that will move more air and be louder, if you find that you still need a bit af a volume boost. These are all only if you don't simply mic the amp and run through a PA, which most people do to get more volume when they need it for larger venues.
First, get a good sound, then worry about volume.
Price is another issue. The Peavey Classic 30 is a great amp with a Fender-like clean, with 30 watts and plenty of volume to spare, but costs about $500US new. The Fender Pro Junior is really nice and there are none simpler (no bells and whistles on this one, just volume and tone) and it costs less than $300US. But it does have less clean headroom. And I've played a couple that were brilliant and a couple that were buzzy, so I wouldn't get one without playing it first.
Epiphone makes the Galaxie 10 and 25, which I've heard good things about, but haven't had the opportunity to play. I believe they are 10 and 25 watts respectively. The Harmony-Central reviews seem to be a bit more glowing for the 10 than the 25, but that's all I have to go by. The Galaxie 10 is "only" $200US. The 25 has spring reverb, so you can play "Miserlou".
There is also the Crate V1512 for about $400. I know nothing abou this one. And the Electar Tube 10 and 30 ($100US !! and $300US respectively) Which I read good things about, but are currently unavailable while they are redesigned.

Sorry to be so wordy, But here is a list of the lower priced tube options that I am aware of. No DSP digital anything.
Yeah, and I have no idea about the European pricing and availability.
...And I do like those Vox and Behringer amps.
