When I got there, a sales person helped me figure out exactly what I wanted from the bass and recommended an Ibanez GRS 200 BK. I tried it and it was pretty good so I went with that. The Rondo guitars that everyone mentioned didn't really have as good ratings as the one I bought, and I am satisfied with my purchase.

The picture below is an older version. Mine looks exactly the same but it has a knob labled BOOM(there was a sticker on the knob which mentioned it) that basically increases the volume using the battery which also powers the active pickups.

Purchase Price: $200. A little over my budget but it was a very low budget anyway, $50 more isn't much for better quality

I think I have finalized on the Peavy Millennium BXP for $129 (used). The list price at GC for a new one is around $230 and it is the only used one they have for the price range at my local GC. Will get it today, maybe tomorrow. I have checked out the guitars that everyone mentioned (thank you for all your replies) and realized that they all need some work when you buy it. My first electric guitar was used and it was a steal for the price, so I think a used bass would be nice.

Thank you to everyone that recommended something. It gave me an idea of what you can get for a low budget. Might post pictures of it soon(it's a horrible transparent black but it apparently sounds and plays well which is all that matters for me).

The neck bowed quite a bit, what raised the action a lot. Tweeking the truss rod brought it back to shape though. Also it still has one proud fret that I need to address one day. You get some buzzing on it when the action is too low. All in all its a nice bass for the cash. I think I spent $100 for it.
