how would one finger a chord?

All strings are tuned to E except the B string.
They show you to tune the A string down but dont show what direction for the D and G strings ( I assume D up and G down, does that sound right?)
Now looking at the music I see that the A string is rarely played at all.
some of the chords used:
Bsus4 7X0777
A5 5X0555
A7sus4 5X0033 and
E5 000000
That raises a couple of questions.
Why mute the A string if it is the same note as the low E?
Would I be able to get away with tuning the A string up to B instead of all the way down to E?
Anyone play this song?
