I had the same problem as Pbee but Vic explained it very well.

So far people have heard this as Neil Young, Country,and
a finger-picking Folk Ballad.

Just to add to the confusion I'm hearing a Joni Mitchell
open-tuning sort of thing.

could possibly be construed this way.....

He....whoever he is - let his glance run all over the woman's body, he didn't see the person behind the body/facade - since the song's about shallowness, in a manner of speaking, I think it fits well....

Nice song, Gwynne, worth waiting for....being English, I saw this as more of a finger-picked folk ballad...but hey, that's just me....

I would say definitely a country number, I thought of Kenny Rogers when I read it.
My only comment is this verse:

Though he didn't look in her eye I know what you're trying to say, but if he doesn't notice her why did he stop judge. For me, its just a little inconsistency that I'm sure wont take much to fix.
Where do I end and you begin This is a great line
