Pitch pipes!! I'm going to have nightmares tonight. Every once in awhile as I rooting through my guitar collection box I come across it.
Since you can't afford a chromatic tuner, have you tried one of the websites that have tuners on them and/or downloadable. I noticed in the "Outta Site Lessons" forum someone had mentioned a website for chords and scales which also has a tuner on it
