I have been practicing a song with this in 17b19-17b19-17b19r17-15.I can play bend/release with no problem but struggle with how to finnish on just a bend.

So you mean you can play the 17b19r17, but it's the 17b19's you have trouble with?
The trick is to mute the string after you've bent up to 19, so you don't hear the part where you release it back to 17.
There are different ways of doing this. I do it with the side of my thumb that is holding the pick. Another way is to mute by releasing the pressure of the finger that is fretting the note.
