If you look at the notes on the right side you'll see that they go down the F scale from Bb (in the "Bb" chord) to E:
Bb
Bb / A
Gm7
Gm7 / F
C7 / E
This is called a descending bass line and it's a often used technique in writing and arranging. If you've got a bass player (or a pianist), you can just play regular chords (Bb, Gm7, C) while the second musician handles the bass part.
But you can also do this fine on the single guitar. The thing to do is to hit the bass note individually before playing the rest of the chord. That way it won't sound quite so disonant.
