I was changing the strings on the acoustic tanglewood and notice there is quite a bit of the fretboard worn away on the 2nd & 3rd fret if you run your finger on it you can feel the highs and lows the guitar is about a 11/2 years old should it wear away that fast or am I doing something wrong?
will i have to start thinking about a new one ?

That sounds normal to me.
That's where the open chords get played and your fingernails 'chop' into the fretboard.

On strats with maple fretboards, that translates into really cool darker wear marks - a very desireable thing. 8)

I had a 63 SG that had been played SO much that the rosewood fretboard in the open position had grooves and valleys
there, some of which... I kid you not, were close to 3/32 deep!!!!

Fretboard wear is possible. None of my guitars have it, but I have seen it on some vintage guitars. Having it on a young guitar like yours doesn't seem right. Either the wood is no good or you are strangling the neck and grinding the strings into the fretboard, which I hope is not the case.

I am not familiar with Tanglewood guitars - are they quality? I would contact them to complain, NICELY. Sure sounds like the wood was bad.

I guess if it's that young and it's really excessive, something could be amiss.
If it's just 'light', I say: no big deal.

EDIT: My Ovation has an ebony board with 'waviness' wear around the first 3 frets.
It's a 91.

I don't think any of my guitars got to much fretboard wear in that amount of time, but you may have played much more than I did. If it turns out to be excessive you could probably replace just the neck or possibly just the fretboard, ask a good luthier.

Could be. I would have to watch you play to know for sure. But, it could be just a rotten piece of wood. Either way, I would be complaining about it. Take pictures and send it to their customer service dept.
