I've been looking at the Zoom 707 II guitar effect pedal. One of the options says that you can use a smart media card to expand the sampling time from 6 seconds to 4 or 36 minutes. But it fails to say whether there is a smart media card drive on the pedal itself. Do
I have to buy a smart card drive and hook it up to the pedal?

Looks like the smart media driver is on-board.
Scroll to the bottom of the page and you can take a look at the manual.

Looks like you can add more memory to to expand your sampling time.
